USPS Selects Nine Contractors for Terminal Handling Services throughout US

Subject: Notice of Award Solicitation No. SNET-07-THS
The U.S. Postal Service (USPS) has awarded nine contracts for Terminal Handling Services in response to the above-referenced solicitation. The awards were made as follows:
Number of Proposals received: 353 technical proposals
Contracts were awarded to:
Awards were made to the offerors who proposed the best combination of price and Supplier Specific and Proposal Specific factors. Awards were not necessarily be made to the offerors who provided the highest-rated technical/management proposal or to the offerors who offered the lowest price. The best value award decisions were made based on a trade-off between those factors. The cost/price proposals became more important in selecting between or among closely ranked technical/management proposals. Where the Postal Service determined that an incumbent supplier's past performance had consistently met or exceeded contract performance requirements or standards, the contracting officer gave additional weight to the incumbent's past performance for that specific location in trading off technical, price, and other related factors to determine the overall best value contract award for that location, especially in cases where a potential replacement (new) supplier's proposal for that location did not offer a material improvement in overall value.
